Applicai software, for consultants and agents
From the planner’s letter to a complete application
Applicai reads the letter a planning department or referral agency sends you and turns it into a numbered list of what you have to provide — then keeps the email, documents, decisions and quotes for that application together on one file.

Applicai is in active development in British Columbia and has been in use since September 2026. Everything described below is built and running today.
What Applicai does today
Requirements, straight from the letter
-
A requirements register built from the letter
Riley reads the authority’s letter and proposes each requirement, numbered and grouped the way the letter numbers it, with the letter’s own words beside it. You accept, edit or reject each one, attach the documents that satisfy it, add comments, and mark what has been submitted. Export the register to Excel or PDF.
-
Decisions, when there is more than one route
When a planner offers a choice — a temporary use permit or a rezoning, say — the job gets a decision setting out each option in the planner’s words, with its references, and with fees and timelines where the planner gives them. Choose a path and Applicai creates the applications that go with it. Email the owner the open decisions in your firm’s template.
-
A document library that builds from references
When a planner points at a bylaw, a form or a guideline, Riley finds it on the authority’s website and files it with the job, so the library grows from what planners actually cite. Where a site won’t allow it, drop the file in yourself. Every document is virus-scanned and keeps its earlier versions.
-
Tasks Riley suggests
When a condition calls for notice — a week’s notice to the ministry before each inspection, say — Riley suggests the task and dates it from the milestone once you enter it. It is added only when you choose to add it.
Riley, the assistant on every file
-
Ask Riley, with sources
Ask a question about a job in plain words. Riley searches the job’s emails and documents and the shared library of authority documents, and answers with the sources it used, so you can check them — or ask it to summarise a long thread or document. Conversations stay on the job for everyone working on it.
-
Drafted replies and forwards
Riley drafts a reply, reply-all or forward from the conversation on the file, in your own style, for you to review. Nothing goes out until you approve and send it.
-
Scans become readable
Scanned PDFs and photographed pages are read with OCR, so an old survey or a signed form is text Riley can work with, not just a picture.
Everything about the job, on one file
-
An email address for every job
Each job has its own address. Mail sent to it is filed on the job automatically, threaded and kept exactly as received. Outgoing mail uses your firm’s template and signature, with your file number and the authority’s at the top.
-
Consultants and quote requests
A directory of consulting firms by discipline, nearest to the property first. Riley drafts a request for quote with the documents you choose; the quotes come back to the job, side by side.
-
The Morning Brief
The day at a glance: outstanding email, open tasks, upcoming deadlines and reports you are expecting. Optionally delivered by email or text at a time you choose.
-
Search
Search a job’s documents, emails and tasks from inside it, or every job at once from Home.
-
Owners and their authorisation
Record who is on title and who has authorised you to act for them. Applicai fills in the authority’s agent authorization form from the job — the CSRD’s is set up first — ready for the owners to sign, and the signed copy goes back on the file.
-
BC property lookup
Find a property by civic address or by the parcel identifier on a tax notice, and see which jurisdiction it falls in — with zoning and bylaw references where that jurisdiction is connected.
-
Notifications, and a record you can trust
Get a text or email when new mail lands on a job you are waiting on — off by default, set job by job. Every action is written to a tamper-evident audit log.
Who it is for
Applicai is built for anyone preparing applications for local governments in British Columbia — the professionals who do it for a living, and the owners who do it for themselves:
- development agents and permit expediters
- land-use and planning consultants
- architects, engineers and surveyors managing approvals for a project
- property owners and developers managing their own applications
Most users are businesses and professional practices, but you don’t need to be one — individuals handling their own applications and permits are just as welcome.
Who is behind it
Applicai is built by Jay Simpson — a software developer and designer who served two terms as a CSRD Electoral Area Director.
This is built by someone who has gone through the application process many times, and who has spent eight years watching those applications arrive from the other side — at the local government that receives them. He is now working with local consultants to develop and expand the software.
Interested?
Applicai isn’t open for sign-ups yet. If you would like to see it on a real file, or hear when it opens, email us. If you work on the jurisdiction end and have views on what would make submissions easier to deal with, we would like to hear those too.
